Based on @MikeKeegan_DM who is a journalist with The Daily Mail, the Premier League did not grant Chelsea permission to sign a sponsorship agreement in conjunction with Paramount+ as they say it is against the regulations of the broadcasters who are official partners.
Discussions about talks Paramount+ are thought to have reached the stage of advanced. Paramount+’s streaming service recently announced a sponsorship for a brief period in conjunction with Inter Milan which saw their logo appearing on the front of the Italian’s kit for one Serie A match and the UEFA Champions League Final, against Manchester City.
However, in the Deed of License, a contract between clubs and Premier League regarding broadcasting/media guidelines the governing body for the league has vetoed the sponsorship, thereby protecting media outlets like Sky Sports and BT Sport that currently have licenses in place to participate in Premier League games.
